This paper investigates the capacity of an optical wireless channel with an average-intensity constraint in the low signal-to-noise ratio (SNR) regime. When the average intensity of the input is no larger than a small $\mathcal{E}$, the capacity scales as $\mathcal{E}\sqrt{ \frac{\log \frac{1}{\mathcal{E}}}{2} }$.
